Lanka Electricity Company (LECO) is a government-backed, private-limited power distribution company founded in 1983 to modernize inefficient local authority electricity networks. Its shareholders include the Ceylon Electricity Board, Urban Development Authority, Treasury, and various municipal councils.
LECO serves approximately 590,000 consumers across urban and suburban regions in Western and Southern provinces. It operates seven regional branches: Kotte, Nugegoda, Moratuwa, Kalutara, Kelaniya, Negombo, and Galle.
LECO purchases power from CEB and manages primary distribution infrastructure, including overhead lines, substations, and meter installations. Its network modernization efforts include replacing aging copper lines with insulated cables and concrete poles for improved reliability.
LECO attracted substantial funding to revamp its network, reducing distribution losses from over 10% to below 5% and significantly cutting outage hours in serviced areas.
LECO's Ante LECO metering subsidiary manufactures smart meters locally. The company is also piloting renewable energy projects such as microgrids and rooftop solar programs aligned with Sri Lanka's energy transition goals.
LECO provides digital self-care tools, SMS-based outage alerts, and a 24/7 hotline (1910 or +94 11 242 5009). The "Instant Pay" system allows online billing and payments via cards or bank accounts.
LECO operates under the national Electricity Act and is licensed by the Public Utilities Commission of Sri Lanka (PUCSL). While functioning independently, it coordinates closely with the CEB and national energy authorities.
